DESCRIPTION OF WORK:

DHHS has established a new Division of Child and Family Well-Being that focuses on supporting whole child and family health and well-being for North Carolinians.  This division works to ensure that North Carolina’s children grow up safe, healthy and thriving in nurturing and resilient families and communities.  It will bring together complementary programs from the Divisions of Public Health, Mental Health, and Social Services to maximize services and outcomes for children and their families, including nutrition programs (SNAP, WIC and Child and Adult Care Food Program), health and prevention services for children and youth, children’s behavioral health services, and early intervention programs.  This position has transferred to the Division of Child and Family Well-Being this calendar year.

 

This position is responsible for coordinating and overseeing the financial management of the Child and Adult Care Food Program (CACFP).  This includes preparing budgets for CACFP state plans, responding to state and federal audit findings,  overseeing the reimbursement and  accounts receivable functions for the Special Nutrition Programs (SNP), conducting administrative and financial reviews,  developing financial management policies and procedures, updates the Audit Compliance Supplements for CACFP.  This position is also responsible for supervising and managing the SNP Financial Management Team.  In this capacity, this position will oversee the evaluation of budgets submitted by Institutions, training Institutions and staff on financial management as it pertains to CACFP and submitting required reports to FNS.  Statewide travel is required to fulfill the requirements of this position.

About the Division of Public Health and the Nutrition Services Branch:

As a part of DHHS, the Division of Public Health is made of a several sections servicing the citizens of North Carolina.  The Nutrition Service Branch is a part of the Women and Children’s Health Section within Public Health.  Activities of the Nutrition Services Branch promote sound nutrition habits among infants, children and women in their child-bearing years.  Branch staff work with county, state and private agencies to improve health status by reducing the incidence of nutritional risk factors, improving pregnancy outcomes, and hastening recovery from illness and injury through the provision of technical assistance, education and supplemental foods.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

A Bachelor's degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution and two years of related experience;

OR

an equivalent combination of education and experience.
